Zoning regulations are based upon the adopted comprehensive plan of the county and municipality. They are designed to carry out the goals, objectives and policies of the comprehensive plan.

Specifically, the zoning regulations are intended to:

• Lessen congestion in the streets;
• Secure safety from fire, panic and other dangers;
• Promote public health and general welfare;
• Provide adequate light and air;
• Avoid undue concentration of population;
• Prevent the overcrowding of land;
• Conserve the value of property;
• Encourage the most appropriate uses of land; and
• Facilitate the adequate provision of transportation, utilities, schools, parks and other public facilities.
