South Eastern Council of Governments
Water / Sewer / Storm Sewer Infrastructure

SECOG staff can assist communities in putting together financial packages for planned repairs, maintenance, and expansion of community water, sewer, and storm sewer systems.  Several grant and low-interest loan programs are available through State and Federal sources to assist communities with their projects.

Involving SECOG staff early in the planning stages ensures the most flexibility in preparing a financial package that best meets the community’s needs.  SECOG staff are also available to assist communities in conducting a rate analysis of their water/sewer utilities.  For smaller communities, a majority of the cost of the rate analysis can be funded through the Small Community Planning Grant Program.

Financing for water, sewer, and storm sewer infrastructure projects are usually derived from the following sources:

South Dakota Department of Environment
and Natural Resources

(M) Small Community Planning Grant (SCPG)

(M) State Water Facilities Plan (SWP)

(M) Consolidated Water Facilities Construction Program Grant and Loan (CWFCP)

(M) Drinking Water State Revolving Fund (DWSRF)

(M) Clean Water State Revolving Fund (CWSRF)

Governors Office of Economic Development (GOED)
