Utility Rate Analysis

SECOG staff is available, on a contractual basis, to conduct analysis of municipal water and/or sewer rates using the Show me Ratemaker process. Communities with systems that serve a population of 2,500 or fewer may apply for a Small Community Planning Grant through the SD Department of Environment and Natural Resources that can pay up to 80% of the cost of the rate study. SECOG can prepare the Small Community Planning Grant application on behalf of the community.

The Ratemaker Analysis looks at consumer usage data over a 12-month period compared to revenue/expenditure data for the utility(s). The Show-Me Ratemaker software program analyzes a series of rate scenarios and SECOG prepares a recommendation for rate adjustments that take into account the utility's current operations and planned future capital expenditures.
