Clean Water State Revolving Fund (CWSRF)
The Clean Water State Revolving Fund (SRF) Loan Program was established to provide low interest loans to governmental entities for clean water and non-point source pollution control projects. The rates and terms are established annually. Applications are reviewed by the staff of the Department of Environment and Natural Resources and awarded by the Board of Water and Natural Resources.
Eligibility requirements:
An applicant is eligible for loan funding under the Clean Water SRF program if the applicant is included on the current, approved Intended Use Plan, project priority list, and State Water Plan.
The facility must be sponsored by one of the following entities:
- Watershed districts organized under SDCL 46A-14, water project districts organized under SDCL 46A-18, sanitary districts organized under SDCL 34A-5, and other lawful special purpose governmental entities that may construct eligible works;
- State agencies or other political subdivisions within the state, such as municipalities or counties; or
- Federally recognized Indian tribes.
In order to be eligible for the Clean Water SRF Program, the applicant must be a governmental entity with the authority to generate revenues and to repay either a general obligation, a revenue obligation, or a sales tax obligation bonds.
Deadlines:
15th of January, April, July and October.
