The Consolidated Water Facilities Construction Program provides grants and loans for water and wastewater projects. Funds are appropriated annually by the South Dakota Legislature. Funding applications are reviewed by the staff of the Department of Environment and Natural Resources. The Board of Water and Natural Resources has been authorized by the Legislature to administer the program and award the funds.
Eligibility requirements:
The project must be included on the State Water Plan prior to the application deadline.
The project must be sponsored by one of the following:
- A special purpose district with the authority to construct a water resources project;
- A state agency or general purpose government such as a municipality, county or township;
- A federally recognized Indian tribe; or
- A nonprofit corporation with the authority to construct a water resources project.
The minimum monthly utility rates necessary for an application to be presented to the Board of Water and Natural Resources are:

Minimum Water Rates
- $20 for 5,000 gallons of drinking water for incorporated municipalities
- $50 for 7,000 gallons of water for rural water systems
- $17 for 5,000 gallons of wastewater for incorporated municipalities
- $35 for 7,000 gallons of water for rural wastewater
Applications requesting grants for water projects must meet the minimum water rates, applications for sewer projects must meet minimum sewer rates, and applications for joint water/sewer projects must meet this criteria may be requested from the Secretary of the Department of Environment and Natural Resources. Adoption of minimum monthly utility rates provides no guarantee of funding.
