Community Development Block Grant - CDBG

Community Projects

The State Community Development Block Grant (CDBG) program is a grant source that assists local governments with project funding. Projects previously funded include community centers, fire halls, water and wastewater systems, and medical facilities. Funds are also available to assist local governments with economic development projects (see Special Projects below).

Eligibility:

Eligible applicants are counties and incorporated municipalities (excluding Sioux Falls and Rapid City).

A project must also meet one of the national objectives. Applicants must meet certain income qualifications. contact SECOG staff to determine if your community, area, or project qualifies.

Special Projects

The South Dakota CDBG Special Projects Account is used to provide grants to units of local government to allow them to take advantage of unexpected economic development opportunities. The CDBG funds must be used to benefit persons of Low- and Moderate- Income (LMI) by the creation of permanent full time jobs.

The process is competitive in nature, and the demand for funds can exceed the amount available. Eligible applicants selected for funding will be those having the greatest need and whose applications most adequately address locally-determined needs of low- and moderate- income (LMI) persons. Low- and moderate- income benefit is based on the number of permanent full time jobs created. Fifty one percent of all jobs created must be taken by persons of low- and moderate- income.

Eligibility:

Eligible applicants may apply for one grant per fiscal year for themselves and three grants on behalf of other eligible subrecipients such as for-profit businesses.
