USDA Rural Development's Community Facilities Grant and Loan Program provides funds to construct, enlarge, or improve community facilities for healthcare, public safety, and public services. Healthcare facilities may include hospitals, nursing homes, dental or medical clinics, or medical rehabilitation centers. Funds may also be used for necessary equipment for the operation of these facilities.
Public safety facilities include fire stations and buildings to house fire and/or rescue equipment. Funds can be used to purchase fire trucks, ambulances, or emergency communications equipment. Other eligible types of buildings include jails, community centers, police stations, courthouses, public maintenance buildings, libraries, childcare centers, schools, industrial parks, roads, bridges, airports, fairgrounds, utilities etc.
The Community Facilities Program can provide grants, direct loans, or guaranteed loans depending on the project type, size, and community. Availability of grant funds are extremely limited.
Eligibility requirements:
Project must be sponsored by one of the following:
- Public entities such as municipalities, counties and special purpose districts:
- Nonprofit corporations and Indian tribes may also receive loan assistance when adequate plans for loan repayments are made;
- Borrowers must certify that funds are not available at reasonable rates and terms from other sources; and
- Other eligibility requirements apply.
